유스보이스 | YouthVoice시간 주권과 나다움 찾기 저희는 제도권 밖에 있는 학교 밖 청소년들을 직접 만나면서, 이 아이들에게 참되게 필요한 것이 무엇일까에 대한 고민을 꾸준히 이어왔습니다. 지난달에는 그동안 고민하고 실행했던 일련의 과정과 결과들을 컨퍼런스 형태로 나누기도 했는데요. 학교 밖 청소년들에게 어떤 기술이나 학업도 물론 중요하지만, 저희가 가장 관심 깊게 본 핵심 개념은 바로 “시간 주권”이었습니다.
학교라는 틀 안에 있을 때는 기상 시간부터 수업 시간표까지 모든 일정이 정해져 있습니다. 하지만 학교를 나오게 되는 순간, 오늘 오전에 일어나서 무엇을 하고 오후에는 누구를 만날지까지 오롯이 본인이 계획하고 결정해야 합니다. 문제는 이들이 지금까지 자기 삶을 주체적으로 개척하거나 시간을 직접 계획해 본 경험이 거의 없다는 점입니다. 그러다 보니 학교를 그만둔 후 "오늘 오전에 일어나서 뭐 하지?"라는 지점부터 막막함과 혼란을 느끼게 됩니다. 이 근본적인 질문을 해결하지 못해 짧게는 3개월, 길게는 3년까지 고립되고 은둔하는 청소년들이 대다수 존재합니다. 저희는 이렇게 고립된 시간을 보내는 청소년들에게 하루를 건강하게 채울 수 있는 소소한 활동, 즉 건강한 습관을 형성해 주는 것이 시급하다고 판단했습니다.
청소년들이 정말로 행복하고 건강하게 살아가려면 자신의 시간을 스스로 관리하고 직접 선택해 보는 경험이 무엇보다 중요합니다. 미디어 창작 지원 사업인
<TMI 프로젝트> 역시 겉으로는 미디어나 예술로 자신을 표현하는 행동으로 보이지만, 그 내면에는 나를 스스로 사유하는 시간을 갖고 내가 좋아하는 것을 선택하며 나다운 삶을 찾아갈 수 있도록 돕자는 핵심 메시지가 담겨 있습니다.
이러한 생각에서 출발한 대표 프로젝트가 <한끗 루틴>입니다. 청소년들이 하루에 하나씩 15일 동안 건강한 습관을 만들어가는 프로그램이에요. 작년부터 올해까지 매월 3개씩, 총 30개가 넘는 루틴을 운영해 왔습니다. 이 프로그램의 매우 독특한 특징은 청소년들만 참여하는 것이 아니라 “끗장”이라고 불리는 어른도 함께 참여한다는 점입니다. 어른 참가자 역시 15일 동안 매일 책을 읽거나 운동을 하는 등 자신만의 습관을 똑같이 수행하고 인증합니다. 그리고 참여 청소년들이 올려둔 하루 일상과 습관 인증 피드에 따뜻한 댓글을 달아줍니다. 청소년 입장에서는 거창한 학업적 성과가 아니더라도, 자신이 수행한 작은 활동에 대해 어른의 진심 어린 공감과 지지를 받으면서 "내가 누군가에게 지지받고 있구나", "나도 무언가를 해냈다"라는 작지만 소중한 성취감을 차곡차곡 쌓아가게 됩니다.
습관은 저희 담당자들이 기획해서 고를 수 있도록 준비하는 경우도 있고, 참여하는 끗장들이 직접 아이디어를 내어 기획하기도 합니다. 예를 들어 한 그림 작가님은 "매일 낙서하듯이 그림을 그려보자"라는 루틴을 기획해 아이들과 그림으로 일상을 기록하는 시간을 가졌습니다. 또한 점심시간에 잠깐 하늘 사진을 찍어 올리거나, 그날 추천하고 싶은 노래를 공유하는 등 부담 없이 즐겁게 시작할 수 있는 루틴들도 진행해 보았습니다. 가장 인기가 많은 대표적 프로그램은 <독서 루틴>입니다. 최근에는 <색깔 포착 루틴>이라는 프로그램도 진행했는데, "오늘의 주제인 노란색 물건을 찾아 사진 찍기"처럼 청소년들 사이의 SNS 감성과 맞아떨어져 가장 빠르게 마감될 정도로 큰 호응을 얻었습니다.
<한끗 루틴> 중 가장 호응이 좋았던 <독서 루틴>을 확장하여, 지역의 독립서점과 연계하는 <한끗 독서> 프로젝트를 하반기 파일럿 형태로 준비하고 있습니다. 청소년들이 15일 동안 지역 독립서점의 주인장이나 그 서점을 자주 찾는 지역 어른과 함께 책을 읽는 습관을 기르고, 마지막 날에는 독립서점에 모여 소감을 나누는 모닥불 공유회를 갖는 형태입니다.
우선 올 8월부터 강릉과 순천에 위치한 지역 독립서점 2곳과 연계하여 시범 운영을 시작할 예정입니다. 단순히 책을 선물하는 것을 넘어, 책을 읽는 건강한 습관 자체를 선물하자는 취지입니다. 나아가 이러한 방식을 지역의 작은 도서관이나 공공도서관, 교육청 산하 도서관 등 청소년들의 수요가 있는 다양한 거점 공간으로 지속해서 확대해 나갈 계획을 가지고 있습니다.
청소년의 자발성을 최우선으로 한다
저희는 모든 프로그램 지원과 소통 과정에서 “청소년의 자발성”을 최우선으로 둡니다. 간혹 부모님들이 대신 신청해 주시는 경우가 있는데, 문장이나 표현이 조금 서툴더라도 청소년 본인이 직접 고민하고 신청한 아이들을 우선으로 선발합니다. 부모님의 주도로만 소통이 이루어져야 하는 상황이라면 오히려 다음에 다시 신청하도록 안내합니다. 소소한 프로젝트일지라도 그 안에서 스스로 선택하고 결정하는 주체적인 경험이 꼭 필요하기 때문입니다.
유스보이스를 만난다고 해서 아이들의 삶이 순식간에 드라마틱하게 바뀌지는 않을 것입니다. 하지만 적어도 저희와 함께하는 순간만큼은 아이들이 스스로 선택하고 즐거움을 느끼며 소소한 성취감을 쌓아갔으면 합니다. 이러한 작은 선택과 성공의 경험들이 하나씩 쌓여 아이들 삶의 튼튼한 '근육'이 되고, 나아가 스스로 옳고 그름을 판단하며 나답게 살아갈 수 있는 주체적인 힘이 되어줄 것입니다.

Time Sovereignty and Finding One's Authentic Self
Through our direct encounters with out-of-school youth who remain outside the institutional system, we have continuously reflected on what these young people truly need. Last month, we even hosted a conference to share the series of processes and outcomes we have pondered and implemented. While technical skills and academic education are undoubtedly important for out-of-school youth, the core concept we focused on with the deepest interest was "Time Sovereignty."
Within the framework of a traditional school, every schedule—from waking up to the class timetable—is predetermined. However, the moment a student leaves school, they must plan and decide entirely on their own what to do upon waking up in the morning and whom to meet in the afternoon. The problem is that most of these youths have rarely had the experience of proactively pioneering their own lives or independently planning their time. Consequently, after leaving school, they face immediate helplessness and confusion from the very question, "What do I do after waking up this morning?" Failing to resolve this fundamental question, a vast majority of these youths experience isolation and seclusion, lasting anywhere from three months to as long as three years. We determined that for youth spending their time in such isolation, it is urgent to help them build healthy habits—small, daily activities that can wholesomely fill their days.
For youth to live truly happy and healthy lives, the experience of managing their own time and making direct choices is more important than anything else. On the surface, our media creation support project,
TMI Project, appears to be about self-expression through media or art. Inwardly, however, it carries the core message of helping youth have time to contemplate themselves, choose what they love, and find a life true to who they are.
The flagship project born out of this philosophy is the Han-Kkeut Routines. It is a program where youth build one healthy habit a day over the course of 15 days. From last year through this year, we have operated over 30 routines, launching three new ones each month. A highly unique feature of this program is that it is not exclusive to youth; adults, affectionately called "Kkeut-Jang", participate alongside them. Adult participants also carry out and verify their own daily habits for 15 days, such as reading a book or exercising, and leave warm, encouraging comments on the daily life and habit-verification feeds uploaded by the youth. From the youth's perspective, even if it is not a grand academic achievement, receiving sincere empathy and support from adults for their small accomplishments allows them to steadily accumulate a precious sense of achievement, realizing, "I am being supported by someone," and "I, too, accomplished something."
Some habits are curated and prepared by our program managers, while other ideas are pitched and designed directly by the participating Kkeut-Jangs. For instance, a certain illustrator designed a routine titled "Let's Doodle Daily," spending time with the youth to document their daily lives through drawings. We have also run light and enjoyable routines that are easy to start, such as taking a quick photo of the sky during lunch break or sharing a song recommendation for the day. The most popular flagship program is the Reading Routine. Recently, we also conducted a program called the Color Capture Routine; tasks like "Find and photograph a yellow object, today’s theme" perfectly resonated with the social media sensibilities of the youth, drawing an enthusiastic response that made it the fastest to close registration.
Expanding on the Reading Routine, which received the most enthusiastic response among the Han-Kkeut Routines, we are preparing the project Han-Kkeut Reading as a pilot program for the second half of this year in partnership with local independent bookstores. Over 15 days, youth will cultivate the habit of reading alongside the owners of local independent bookstores or local adults who frequent them. On the final day, they will gather at the bookstore for a "Campfire Sharing Session" to exchange their thoughts.
To begin with, we plan to launch a pilot operation this August in partnership with two local independent bookstores located in Gangneung and Suncheon. The purpose goes beyond merely gifting a book; it is about gifting the very healthy habit of reading itself. Moving forward, we plan to continuously expand this model to various hub spaces where youth demand exists, such as small local libraries, public libraries, and libraries under the offices of education.
Prioritizing Youth Autonomy Above All Else
Throughout all program applications and communication processes, we place the highest priority on "Youth Autonomy." Occasionally, parents attempt to apply on behalf of their children. However, we prioritize selecting youth who have personally contemplated and applied themselves, even if their sentences or expressions are a bit unrefined. If communication can only be conducted under the leadership of a parent, we gently guide them to apply next time instead. This is because we believe that even within a small project, the self-determined experience of choosing and deciding for oneself is absolutely essential.
Encountering YouthVoice may not dramatically transform these children's lives overnight. Yet, we hope that at least during the moments they are with us, they can make their own choices, feel joy, and build small senses of achievement. As these small choices and successful experiences stack up one by one, they will become the resilient "muscles" of their lives—ultimately serving as the self-determined strength to judge right from wrong and live authentically.
